目標
國家安全是安邦定國的重要基石,國家安全教育的重點,是根據各學習階段學生所需要的知識和能力,擬定程度適切的學習重點,讓學生循序漸進地學習國家安全的知識,培養維護國家安全的意識和責任感。
根據香港國家安全教育課程框架(2025),學習範疇包括:
- 國家概要:國家歷史和民族、國家象徵、中華文化、國家地理、政治體制、國家成就等;
- 總體國家安全觀:「一個總體」、「五大要素」、「五個統籌」、國家安全的重要性、維護國家安全的責任、人類命運共同體等;
- 《憲法》、「一國兩制」、《香港基本法》與國家安全:國家和香港特別行政區維護國家安全的責任、《香港國安法》和《維護國家安全條例》對國家安全的保障、維護國家安全的機構等;以及
- 法律保障的權利與維護國家安全的義務。
學習活動
- 透過有機結合、自然連繫、多元策略、互相配合、課堂內外、全校參與方式,持續優化國民教育及國家安全教育。
- 根據活動規劃年曆,舉辦國民教育和國家安全教育相關活動。
- 成立中式升旗隊及憲法及基本法學生校園大使。

Objectives
National security is a crucial cornerstone for the stability and prosperity of a nation. The focus of national security education lies in designing appropriate learning objectives tailored to the knowledge and competencies required by students at various educational stages. This enables students to progressively acquire knowledge about national security and cultivate an awareness and sense of responsibility for safeguarding it.
- According to the Hong Kong National Security Education Curriculum Framework (2025), the learning domains include:
- Overview of the Nation: National history and ethnicity, national symbols, Chinese culture, national geography, political system, national achievements, etc.;
- The Holistic View of National Security: “One Overall Framework,” “Five Key Elements,” “Five Areas of Coordination,” the importance of national security, the responsibility to uphold national security, the concept of a shared future for mankind, etc.;
- The Constitution, “One Country, Two Systems,” the Hong Kong Basic Law, and National Security: The responsibilities of the nation and the Hong Kong Special Administrative Region in safeguarding national security, the protection of national security under the Hong Kong National Security Law and the Safeguarding National Security Ordinance, institutions responsible for maintaining national security, etc.; and
- Rights Protected by Law and Obligations to Safeguard National Security.
Learning Activities
- Continuously optimize national education and national security education through organic integration, natural connections, diverse strategies, coordinated efforts, both inside and outside the classroom, and whole-school participation.
- Organize activities related to national education and national security education according to the annual activity planning calendar.
- Establish a Chinese-style flag-raising team and student campus ambassadors for the Constitution and the Basic Law.
